According to WacoTrib.com, the agency is making the controversial turnback program voluntary. It plans to offer financial incentives to cities that will undertake maintenance of specific “farm-to-market” roads.
Cities that join the program will have the state make initial repairs, then will receive state funding to maintain the roads for a year.
TxDOT chief engineer John Barton said the state’s savings would be used toward building and expanding urban roads.
